Global crude refining capacity is operating under extreme pressure with little flexibility to handle disruptions, according to Rapidan Energy Group's Bob McNally. The refining system faces multiple threats including Ukrainian attacks on Russian refineries, US facilities already running at near-maximum capacity, and potential supply constraints from the Strait of Hormuz.
