DHS defends investigating agency critics and giving them warning notices

The Department of Homeland Security has defended its practice of investigating and issuing warning notices to agency critics. Federal officials confirmed that ICE special agents conducted surveillance on a New York man, tracking him to multiple locations to interrogate him about a critical email he had sent to the former ICE director.
